Export Process
Business Registration
- Customs registration:Enterprises apply for registration with the local customs, submit the application form for inspection and quarantine registration of export feed production, processing and storage enterprises, relevant approval documents of the national feed authority, production process flow chart, plant floor plan and photos or videos of key areas, list of products and raw materials for registration, etc. If there is any change in the enterprise, it should submit a written application to the local customs within 30 days after the change and submit relevant materials. Enterprises that have obtained registration must apply for renewal 3 months before the expiration of the validity period. Enterprises that are no longer engaged in export feed business should go through the cancellation procedures with the customs.
- EU Registration:The General Administration of Customs sends recommended enterprise information to the EU through the EU trace system. After official review and confirmation by the EU, the list of enterprises that have obtained EU registration qualifications will be published on its official website. Enterprises can check their review status through a specific website.
Product quality control
- Requirements for manufacturers: Establish a quality control system that complies with HACCP (Hazard Analysis and Critical Control Points).
- Requirements for raw materials: Must comply with (EC) 1069/2009 and (EU) 142/2011 regulations.
- Process requirements:For example, heat-dried products must be processed with a core temperature of no less than 90°C, and pet canned food must be processed with an F0 value of no less than 3. The finished product must meet the requirements of microbiological indicators after processing.
- Health certificate: Each batch of goods must be accompanied by a health certificate. The certificate sample can be found in (EU)142/2011.
Certification and testing
- CE certification:Complete CE certification, RoHS certification, etc. according to product type. For example, pet smart electrical appliances need to pass CE certification to prove compliance with relevant EU directives; electronic products must meet the RoHS certification regulations on the restriction of hazardous substances.
Export declaration and transportation
- Export declaration:Enterprises prepare commercial invoices, packing lists, bills of lading and other relevant documents and submit export declarations to the customs. The customs will review the declaration content and check whether the goods are consistent with the declaration and whether they meet the relevant regulatory requirements.

Pet Food
1. Health and safety regulations
- Regulation (EC) 1069/2009: Detailed provisions on the hygiene requirements for animal-derived foods, including the procurement, processing, storage and transportation of raw materials and auxiliary materials, to ensure the safety and traceability of pet food.
- Regulation (EU) 142/2011: specifies the hygiene requirements for pet food of non-animal origin, as well as the requirements for labeling, identification and health certificates of pet food.
- (EU) Regulation 2018/848: This is a regulation on organic production and organic product labeling, which imposes strict requirements on the production, processing and labeling of organic pet food.
